INTERIM CLIMATE ASSESSMENT REPORT — SEOUL METEOROLOGICAL DIVISION
Following the thermal event of August 3, 2026, in which surface temperatures reached 42.5 degrees Celsius, the Ministry of Environment has prepared the following statement for stakeholder review.
It is noted that this reading represents the highest temperature recorded since systematic measurement began in 1907. Preliminary casualty figures stand at nineteen individuals. These figures are under review and may be subject to reclassification pending further analysis of contributing factors.
The Ministry wishes to clarify that this single weather event should not be interpreted as evidence of systemic climate change. Rather, it represents a localized atmospheric anomaly occurring within normal variance parameters. Similar thermal peaks have occurred throughout recorded history, often under different atmospheric conditions that are not currently present.
Certain stakeholders have suggested that record-breaking temperatures occurring with increasing frequency across multiple continents over the past decade constitute a pattern. The Ministry notes that patterns require interpretation, and interpretation remains a matter of ongoing scientific debate. As such, policy adjustments at this time would be premature.
The Department of Infrastructure has begun distributing informational materials advising citizens to remain indoors during peak hours and to increase personal hydration. These measures are considered sufficient for managing foreseeable thermal events of this magnitude.
A follow-up assessment will be conducted following the next significant temperature anomaly, at which time additional data may become available for review.
