ZAGREB — Following a comprehensive diplomatic review, Croatian authorities have detained a Ukrainian national in connection with unauthorised underwater construction activities conducted in September 2022. The individual is alleged to have participated in what international observers are characterising as an unscheduled competitive diving event involving the Nord Stream pipeline infrastructure.
According to statements released by the Ministry of Foreign Affairs, the detained person was engaged in what can only be described as an extracurricular aquatic endeavour. The precise nature of the competition—whether it constituted a formal sporting event, a recreational initiative, or an undocumented training exercise—remains under clarification by relevant stakeholders.
Diplomatic channels between Kyiv and Zagreb are currently processing the incident through established protocols for athletes whose participation in international competitions may not have been formally registered with appropriate governing bodies. The European Union has requested clarification on whether the diving activity should be classified as a sporting infraction, a maritime incident, or a matter of pipeline infrastructure management.
A joint statement from the International Olympic Committee and NATO indicates that proper documentation for such underwater activities typically requires advance notification to host nations, permit applications, and coordination with port authorities. In this case, said documentation appears to have been misfiled or otherwise unavailable at the time of the activity.
Ukrainian officials have neither confirmed nor denied the allegations, noting only that the matter is being handled through appropriate legal channels. Negotiations regarding the athlete’s status are ongoing.
