INTERNAL MEMORANDUM — RE: OPERATIONAL EXCELLENCE RECOGNITION PROGRAMME

The International Criminal Court is pleased to announce the establishment of a new institutional achievement framework designed to incentivise investigative momentum across member states. Following a comprehensive three-year review of atrocities in Darfur, the Court has determined that procedural velocity warrants formal recognition.

The investigation, which has successfully generated 47 filed reports, 12 preliminary assessments, and 3 interdepartmental working groups, represents a significant advancement in bureaucratic throughput. Personnel involved have demonstrated exceptional commitment to the documentation of conflict-related incidents, with particular commendation reserved for the Records Management Division, which has achieved a 94 percent filing compliance rate across all administrative categories.

Medals will be awarded in three categories: Gold for institutions maintaining file integrity whilst processing 500-plus case documents; Silver for agencies demonstrating cross-border coordination protocols; Bronze for departments that successfully navigated jurisdictional ambiguity without escalation to senior leadership.

It should be noted that whilst the investigation remains ongoing, the Court’s commitment to ceremonial recognition of process excellence reflects our institutional values. The ceremony will take place in The Hague on a date to be determined pending venue availability and catering confirmations.

All medal recipients will receive a framed certificate suitable for office display, along with complimentary access to the Court’s professional development portal.
