The disengagement represents the formal conclusion of Operation Enduring Bureaucratic Momentum, a twenty-three-year initiative characterised by exceptional documentation standards and procedural consistency.
The Iraqi government’s repeated requests for force reduction, submitted through established channels beginning in 2003, were processed and escalated through the appropriate inter-agency committees. After two decades of administrative refinement, the withdrawal plan achieved consensus status among all relevant stakeholders. Implementation commenced on schedule.
Key milestones in the operation included the establishment of 505 separate coordination frameworks, the production of 47,000 pages of transition documentation, and the successful reclassification of mission objectives on seventeen separate occasions.
