MEMORANDUM FOR RECORD — BEIJING MUNICIPAL ADMINISTRATIVE BUREAU
Subject: Implementation of Unmanned Aerial Vehicle Restriction Protocol, District-Wide Date: Current Fiscal Quarter Classification: Standard Operating Procedure
Following a comprehensive risk assessment conducted by the Office of Airspace Coordination, the Beijing Municipal Government has determined that the continued unrestricted sale and operation of consumer-grade unmanned aerial vehicles (UAVs) presents an unacceptable administrative burden to existing surveillance infrastructure.
Effective immediately, all drone retailers operating within Beijing municipal boundaries are required to cease point-of-sale transactions. Inventory may be retained in secure facilities pending further guidance from the Bureau. This measure is being implemented to ensure optimal redundancy across the city’s existing aerial monitoring apparatus and to prevent duplication of aerial observation capabilities.
Personnel currently in possession of registered UAVs must submit formal applications to the Department of Airspace Resource Allocation. The application process requires the following documentation: proof of residence, statement of intended flight purpose, proposed flight corridor maps, estimated flight duration per calendar week, and a comprehensive risk mitigation plan. Processing time is estimated at four to eight weeks, contingent upon staffing availability and the complexity of the applicant’s proposed airspace utilization.
Permit holders will be issued identification credentials and are required to display these credentials on their person at all times while operating equipment. Random compliance audits will be conducted by designated municipal personnel. Non-compliance may result in permit revocation and asset seizure.
The Bureau wishes to clarify that this initiative is not a ban in the conventional sense. Sales restrictions have been implemented. Operating restrictions have been implemented. Ownership restrictions have been implemented. The framework for legal drone operation remains technically available to qualified applicants. The Bureau considers this a streamlined governance model.
Questions regarding this protocol should be directed to the appropriate district office during published business hours. Online inquiries will be processed in the order received.
This is a routine administrative measure designed to optimize municipal resource allocation and ensure public safety. No further comment is required.
